A commercial enterprise, government agency, intergovernmental body, nonprofit organization, association, institution, or group of individuals identified by a collective name, that has the capacity to act as a single entity, including territorial authorities and groups constituted as meetings, conferences, congresses, expeditions, exhibitions, etc., whether operating or defunct.
