Personal Responsibility and Work Opportunity Reconciliation Act of 1996 meaning Legislation that provides a number of requirements for employers, public licensing agencies, financial institutions, as well as State and Federal child support agencies, to assist in the location of non-custodial parents and the establishment, enforcement, and collection of child support. This legislation created the New Hire Reporting program, the State and Federal Case Registries, and the State Disbursement Unit. Otherwise known as Welfare Reform.
