What is Hydrologic budget?

Hydrologic budget meaning A convenient term to denote the circulation of water from the sea, through the atmosphere, to the land; and thence, with many delays, back to the sea by overland and subterranean routes, and in part by way of the atmosphere; also the many short circuits of the water that is returned to the atmosphere without reaching the sea.
